About the Coalition:

The Government Reform and Oversight Coalition (GROC) exists to restore accountability, affordability, and integrity to Texas government by ending taxpayer-funded lobbying, the central force undermining property tax relief and fueling an unaccountable education cartel.

We unite partners across Texas around a simple truth: Texans should never have their own tax dollars weaponized to lobby against their own interests. Yet today, cities, counties, school districts, and taxpayer-funded associations spend millions annually hiring lobbyists and political operatives to oppose meaningful reforms Texans demand, especially efforts to lower property taxes and accountability in education spending.

Ending taxpayer-funded lobbying is the necessary first step to real, lasting property tax reform. When local governments can no longer use taxpayers’ money to block tax reforms at the Capitol, Texas can finally cut waste, cap spending, reform our broken systems, and roll back tax hikes, ensuring that tax relief provided by the legislature reaches taxpayers’ bills instead of being erased by runaway local spending.

Ending taxpayer-funded lobbying is also essential to dismantling the education cartel, a network of vendors, consultants, associations, lobbyists and political actors that siphon billions in taxpayer funds away from classrooms and into self-serving contracts and advocacy. These entities profit from taxpayer dollars, resist transparency, and then use those same funds to lobby against reforms that would lower property taxes, increase academic and financial accountability, and empower voters.
